I have been dismissed from Mason Gross School of the Arts at Rutgers University, on grounds that I was not following the Arts program.
I have been dismissed from Mason Gross School of the Arts at Rutgers University, on grounds that I was not following the Arts program.
The thing is though, I want to major in Philosophy History, and was planning to transfer out of the school anyway.
What should I do? Do I have to reapply as a new student? Do I lose all my credits? I am not sure what I should be doing, or what I should do if I am forced to take a semester off.

You probably need to take this up with the dean of admissions and see what he says. If you don’t like what he says you might be able to appeal his decision, however I doubt if it would do you any good.
You should speak with the dean at Mason Gross, but your best bet is probably to apply to another Rutgers college as a transfer student. But speak with the dean, because you may be able to get a letter from him/her stating why you were dismissed. The thing is, when you are dismissed from a Rutgers undergrad college, they generally want you to take one or two semesters at a local community college to show academic commitment (and competence) before letting you back into the university system. So if you can get a letter stating you were dismissed because of the program you were following and not because you were failing out, it will help your chances to be admitted into another school.
Rutgers is very bureaucratic, which may work to your detriment here. Get everything in writing that you can so it doesn’t come back to haunt you later.
Rutgers has something called a dean to dean transfer. It is usually used by engineering students that are about to flunk out and want to go to one of the liberal arts schools. Look into it (if it is not too late)
